Caroline Barnhill, MPH, SWaM

Founding Director and Policy Consultant

Caroline Barnhill is an accomplished public health leader with a record of helping government and private sector organizations prevent, prepare for, and respond to public health crises.

With abundant experience advising organizations on the national, state, and local levels, Ms. Barnhill’s accomplishments include:

  • A leading role in providing technical assistance to state health officials through a CDC-funded Emergency Operations Center responding to the 2009 H1N1 epidemic
  • Co-directing a $900,000 CDC effort to safeguard at-risk populations during an infectious disease outbreak
  • Designing, controlling, and evaluating tabletop and functional exercises for state agencies and hospitals in Delaware, West Virginia, and others

Education

Ms. Barnhill received her MPH from the George Washington University School of Public Health and Health Services, and her ALB from the Harvard University Extension School. She holds several certifications in preparedness, emergency response, and project management from the Department of Homeland Security, the Emergency Management Institute, and the USDA Graduate School.

Awards and Recognition

Ms. Barnhill has been recognized for her achievements in preparedness and response by the Mayor of Boston, MA, and for her efforts in promoting public/private partnerships by the National Association of Chain Drug Stores.
